Celebrating the Legacy of Dr. Allan Rosenbaum at the 2025 ASPA Annual Conference

The International Institute of Administrative Sciences (IIAS) joins the American Society for Public Administration (ASPA) in honoring the life and legacy of Dr. Allan Rosenbaum, a visionary leader in public administration, at a special Celebration of Life event. The event will take place on Sunday, March 30, 2025, from 7:00 PM to 8:15 PM at The Mayflower Hotel’s Chinese Room in Washington, D.C.

Dr. Rosenbaum, who passed away in 2023, dedicated over four decades to advancing public administration and governance worldwide. His profound contributions to IIAS, ASPA, and the broader public administration community have left an indelible mark on the field.

A Legacy of Leadership and Impact

Dr. Rosenbaum’s distinguished career included serving as a two-time president of ASPA (2014-2015 and 2021-2023) and a two-time president of the International Association of Schools and Institutes of Administration (IASIA) (2001-2004 and 2007-2010). He was also a vital member of the IIAS Executive Committee and a founding member of the Trans-Atlantic Dialogues (TAD) between ASPA and the European Group for Public Administration (EGPA). His leadership roles extended to serving as the chairperson of the International Commission on Accreditation of Public Administration Education and Training (ICAPA).

Throughout his career, Dr. Rosenbaum was a Distinguished University Professor of Public Policy and Administration at Florida International University (FIU) and served as the dean of the School of Public Affairs and Services. His work as a scholar, mentor, and advocate for global collaboration in public administration inspired countless professionals and students worldwide.

Honoring His Legacy

To celebrate Dr. Rosenbaum’s enduring impact, two initiatives have been established to continue his mission of strengthening public administration:

  1. The ASPA Allan Rosenbaum International      Public Administration Award
     This annual award recognizes individuals or organizations for exceptional contributions to international public administration. Contributions to the award fund will support recipients’ participation in ASPA’s global efforts, ensuring that Dr. Rosenbaum’s vision of international collaboration lives on.
  2. The FIU Allan Rosenbaum Public      Administration Scholarship Endowment
     Established with funds donated by Dr. Rosenbaum from his own FIU faculty awards, this endowment supports graduate student research in public administration, fostering the next generation of leaders in the field.
